Good used condition - plastic Fesco Inc. M-652 (Made in USA) lipstick vanity holder for 4 tubes of lipstick / lipgloss or even large brushes.  It was the wedgewood blue design / color which is basically a powdery or dusty blue with an ivory detail to it.  You should expect some light scuffing from age.  This particular item was popular in mid to late 70s I believe.  So, it is not new.  Great retro vanity item - very unique and has a cool flair to it while being useful.Measures 5.25 inches long by 2 inches tall and 3 inches wide.  No major damage noted - no cracks or issues.
